0870 and 0871 numbers set for huge changes

On 2 May, Ofcom released their latest two consultation documents outlining their proposed changes to the 0870 and 0871 number ranges. Changes to 0870 numbers

Ofcom’s original proposal which was announced in February 2006, raised some industry concerns regarding compulsory pre-call announcements affecting some alarm services being operated on 0870 numbers. The latest recommendations aim to address those concerns, and also announce new changes to the charging structure.

Timeframes for changes

Ofcom are aiming to have the changes in place and live by Autumn 2008. There is no more specific information as yet.

 Changes to 0871 numbers

The changes to 0871 and 0872 follow broadly what has already been proposed by Phonepay Plus. By the end of the year, both number ranges will fall under the Premium Rate code of practice, but with some exceptions.

Key Points

  • Network queuing will be allowed on 0871 (currently not on premium rate numbers).
  • Prior permission to run services will not be necessary on 0871 (conferencing services and financial advice requires this on 09 numbers).
  • The cost to call 0871 and 0872 services will need to be clearly communicated, and must be present wherever – including, but not limited to written, print, visual and audio media – the number appears.

Timeframes for changes

Ofcom are aiming to have these changes in place and live by the end of 2008.
