Why 03 Numbers?
After a wave of negative publicity in the summer of 2006, the 08 number range was the subject of an Ofcom investigation. The regulator found that there was customer confusion regarding the cost to call this number range, and that charges were neither clear, nor consistent.
To restore consumer confidence in non-geographic numbers, Ofcom decided to introduce a transparent alternative to profit sharing number ranges.
How much does it cost to call an 03 number?
Calls to 03 numbers cost the same as calls to normal geographic numbers. They are also classed in the same bracket as geographic numbers, meaning they are included in inclusive call minute bundles or discount schemes. As Ofcom states that 35% of all calls made in the UK are made via mobile phones, this is a particularly important development.
It also costs to receive an 03 call. The cost is roughly that of running a Freephone number, such as 0800.
Which kinds of businesses can benefit from 03 numbers?
Ofcom is strongly advising public sector and not-for-profit organisations to switch from 08 numbers to the 03 number range. The regulator has also given them exclusive access to the 0300 number range.

0330 and 0333 numbers are designed for new inbound accounts and existing users looking to take new services. Early adopters of this number range include Virgin Radio.
Companies that have an existing 0844/45/70 or 71 number can get the corresponding 03 number from their supplier.
What are the advantages of 03 numbers?
The big advantage is the transparency of the cost to call message. Plus, as many people have inclusive minute deals, the calls will be free and the perception of the number range will be positive.
